Turns out that there really are wandering planets that move around the galaxy not anchored to a star!

All right. so the real wandering planets are the size of Jupiter and probably not covered in Cybermen. I am still impressed that such a silly bit of Doctor Who storytelling turned out to have some basis in reality.
