Curiously, Doctor Who hasn't accumulated that many recurring villains to go with its many recurring monsters. The Rani and the Black Guardian turned up a couple of times each, and there's always Davros. Yet when it comes to real staying power you have to look to the Master.
While I'm a big fan of John Simm's delightfully loopy performance, the original incarnation is still my favourite Doctor Who villain. Charming and debonair, he's the perfect foil to the Third Doctor. Although far less unbalanced than he's going to get later, the Master is already thoroughly evil - as
selenak put it recently, he's willing to commit genocide just to annoy his ex. (And yes, I think the Doctor and the Master were an item back in the day. Even given the Tenth Doctor's post-Time War angst, I am not sure there's any heterosexual explanation for the way David Tennant and John Simm play it.)
But for all that the Third Doctor knows that the Master is evil and is disgusted by his behaviour, he can't quite let go of the affection completely. Jon Pertwee always brings that bit extra to his performance when Delgado is on screen - just thinking of the sword fight in The Sea Devils (which the Doctor interrupts in order to steal the Master's lunch) always makes me grin.
