The hats thing makes me wonder if Q's people could be Time Lords. (OK, I know that there are at least two major problems with that hypothesis.)

While I doubt they're directly related, Q would certainly love the outfits *g*. Maybe there's just something about powerful cosmic beings and ridiculous headgear.
